Mrs. Ethel Davis
Senior Secretary
Mrs. Ethel M. Davis is a native of Natchitoches, Louisiana. She graduated from Saint
Matthew High School. After graduation from high school, she attended Grambling College
and also attended Northwestern University.
Prior to working for HISD, Mrs. Davis was an Account Assistant at Shell Oil Company and
an Office Manager at Kmart Department Store. From 1992 to 2004, Mrs. Davis was a
Secretary in the JROTC Department. She worked closely with the Senior Secretary and the
Director of JROTC Programs to produce documents critical to implement social,
educational, and administrative products for the JROTC Department.
In 2004, Mrs. Davis left the JROTC Department and worked in the HISD Community
Services Department as a Teacher Assistant. As a teacher’s assistant, Mrs. Davis was
critical in communicating with parents and various agencies that provide services to
Special Education Teachers and students receiving special education instruction. During
the summer months, Mrs. Davis assisted teachers in implementing studies required for
displaced female students to advance to the next higher grade level.
In 2005, Mrs. Davis returned to the JROTC Department as the Senior Secretary. Her duties
include implementing the activities required to manage the financial affairs of the HISD
JROTC units including administering the JROTC Activity Account, as well as the collection
and disbursement of fees associated with HISD JROTC events and activities. She is also
responsible for coordinating protocol related activities associated with the Corps Banquet,
the District Final Review, and receiving distinguished guests and visitors to the Department
Headquarters.
Mrs. Davis is the widow of Mr. Milton Davis. She and her husband raised four daughters
and one son. She is very active in the women’s and kid's ministries at her church. She is
an active supporter of all the Houston sports teams and can often be found at the Houston
Comet's basketball games.
Command Sergeant Major Lewis enlisted in the U.S. Army in November 1972 and attended
Basic Training at Fort Polk, Louisiana and Advanced Individual Training at Fort Bliss, Texas.
During his 22 year career, CSM Lewis has served in a variety of positions in Air Defense
Artillery, Communications, and Aviation units in Germany, Fort Bliss, Texas, Fort Bragg,
North Carolina, Fort Polk, Louisiana, Korea, Fort Monmouth, New Jersey, and Fort Hood,
Texas.
Command Sergeant Major Lewis served as an Action Officer for the New Equipment
Training Division and as First Sergeant Headquarters and Headquarters Company, US
Army communications and Electronics Command US Army Garrison, Fort Monmouth, New
Jersey, in an Attack Helicopter Battalion in Camp Page Korea and Fort Polk, Louisiana. He
served as a Command Sergeant Major in an Attack Helicopter Battalion Fort Polk, Louisiana
and Fort Hood, Texas which was his last active duty assignment.
In 1995, CSM Lewis began his employment with HISD as an Army Instructor at Jones High
School. Prior to his appointment as Administrative Coordinator, CSM Lewis served as
Senior Army Instructor at Wheatley High School.
His awards and decorations include the Meritorious Service Medal (3 awards), Army
Commendation Medal (2 awards), Army Achievement Medal, Good Conduct Medal (7
awards), National Defense Service Medal with Bronze Service Star and the Master Aircraft
Crewman Badge.
CSM Lewis earned a Bachelor of Science Degree from Southern Illinois University. He is
also a graduate of the Basic and Advanced Noncommissioned Officer Course, the
Instructor Qualification Course, the Contracting Officers' Representative Course, the First
Sergeant Course, the Battle Staff Course, the Command Sergeants Major Course, and the
U.S. Army Sergeants Major Academy.
CSM Lewis is married to the former Martha Ann Fields of Houston, Texas. They are the
proud parents of two daughters: Attallah, an Electrical Engineer and Amini, a Registered
Nurse.
HISD JROTC Administrative Staff
The Administration Section assists the Director in the preparation of the Department budget, monitors the JROTC Activity Fund Account; and assumes responsibility for gathering and disseminating pertinent material as relates to the routine functioning of the office.
