The Junior ROTC Instruction Program in the Houston
Independent School District is established under the
provisions of Section 40a and Section 55c of the
National Defense Act of 1916 as amended in June 1920,
and October 1964. Public Law 88-647 extended Junior
ROTC to all services. The current law under which the
Departments of the Army, Navy, and Air Force offer
instruction to high school students is Title 10, Section
2031 United States Code, Chapter 102. Department of
Defense Instructions 1205.13, dated 26 Dec 1995,
implements Title 10 by providing instructions to each
military service secretary.
Authority for Junior ROTC Programs

Command Channels and Command Responsibility.
Personnel employed by HISD to conduct the JROTC
Program are retired military personnel. Command
responsibility for the JROTC Instructional Program in
HISD is vested in the Director of JROTC Programs
(DJROTC). This responsibility will be exercised through
the Senior Army Instructor (SAI), the Naval Science
Instructor (NSI), or the Senior Aerospace Science
Instructor (SASI) assigned to each school, as appropriate.
In each school, command responsibility will be exercised
in cooperation with the principal. The DJROTC
coordinates all policy matters with the district, and through
this channel resolves all cases of conflict between the
schools and Army, Navy, Air Force requirements. In their
military capacity and in the conduct of the JROTC
instructional program, military personnel at each school
are subordinate to the DJROTC, and subject to his
directives. In their academic capacity, these instructors
are also subject to those institutional regulations
pertaining to other members of the faculty and
instructional staff of HISD and their respective campus.
